Where Does The Two Pipes Go From The Water Pump Saeco Minuto

My coffee machine is tripping the earth all the time when making coffee and when I opened it, I saw two water pipes leaving the pump, one of them (clear one) is not connected to anywhere and tip is lying loose in the machine. Is this normal ?
