What does this part do. If I don’t put on the new screen the camera and earpiece fits snug. However, I do add it nothing fits perfectly. Do I need to put it and know I should but it makes it not fit well.

That looks like the earpiece speaker mesh. If you don’t install it, dust is going into the phone like crazy. Since repaired phones are not going to have water resistance anyway, the water resistant part actually didn’t matter.
The replacement screen you are installing probably already has that piece. Can you take pictures of the new screen you are trying to install?
