Chosen Solution
The USB drive in the Surface Pro 3 laptop is functioning properly. So as the WD Elements portable as I checked from my Window desktop pc, all the files are there. Only the laptop fails to detect the WD Elements.
You’ll need to check power draw of your drive and what the Surface laptop is offering up. To do this you’ll need this great little tool! USB Mini Voltmeter Using it you can plug it into your other system in series with your drive and do the same on your surface let us know what you find.
