Can the water inlet valve be bad if I have plenty water through the dispenser but no water in the ice trays?

The fill tube going into the icemaker can freeze, causing no water to get to the icemaker. The icemaker must be removed to verify this. If this is the case, the refrigerator dispenser will still work
