Several months ago I took a hike in torrential downpour (not intentionally just got caught without an umbrella) and my iPhone got drenched - it would not turn on. I put it in rice and let it dry out for a week. As a result the screen turns on but the back camera won’t display a preview within camera app. The front camera displays a preview but will not take pictures, face ID does not work. If I initialize the camera in instagram the back camera will display a preview but not take a picture. So my question is does this sound like a logic board issue or a camera hardware issue? Is it worth bothering to try and replace components?

First thing, rice doesn’t do anything except get stuck in your charging port. Once the phone in that wet and it hasn’t been addressed immediately buy opening it up and pulling the motherboard out and pulling off of the covers on the board and drying it. The only way I would repair it is just to get data off of it. The first thing if it’s wet is to disconnect the battery and don’t charge it. Corrosion starts immediately and it’s worse when power is going through it
