I have a PS Vita that I bought used and it came to me unable to turn on. Plugged in with the official adapter, it shows a solid orange light. Powering it on, it will be solid blue for around 30 seconds, then flash blue 9 times. Checked internals for water damage and there appeared to be none, unknown if it had been dropped or what. Also, there are small cracks along both vertical edges of the Vita’s display.
Hi! Try this: With the system off, hold down the power button for 30 seconds. It should then boot into a recovery menu, where you can choose to start up normally.
