I have a Phillips LED TV, and it would sometimes turn on. Like, you need to hit the button several times before it turns on. But now, it just won’t turn on. I pulled the boards, and all the electrolytic caps hold a charge. I’m not sure if I should replace the caps, or if something else is potentially wrong. If you think that I should replace the caps, which ones are most likely the cause? Should I do all of them? There is no bulging or leakage. There are about 30 of them.

@diodes123 , No doubt you know your own TV but this user manual shows that there is a Power button on the rear of the TV. The manual includes the Philips 46PFL3608 although admittedly the /F7 is not shown against the model number Here’s the service manual for your model TV. Section 8-1 has the troubleshooting flowcharts, starting with the Power cannot be turned on flowchart. This will be the place to start, using a DMM (digital multimeter) to test as per the flowchart. The manual also has the schematic diagrams which will help once you get to a point in the flowchart of finding out what is not happening and need to find out why. Be safety aware when you start testing as there is exposed lethal voltage in the back of a TV when the power is connected Hopefully a start.
