Touch Bar on 2019 MacBook Pro stopped working and have tried 4 different types of resets

Your system is likely still under warranty, if you took out the AppleCare+ extended warranty you also have it, I would recommend you call Apple to at least check. Its a bit of work to get the old Touch Bar out to replace and right now the part is not available. Apple basically replaces the full uppercase assembly.
