My iphone 4 got run over by cars several times and is totally smashed up and my pc can’t connect with it but I need my photos, contacts, etc. HELP PLEASE!!

Sounds like your only hope is to have the phone repaired to the point it can connect to the computer. That is if the repair is even possible and with in you’re budget. It always pains me when people don’t use iCloud for backup purposes :( It’s a great backup solution.
