A top loading washer has a safety switch that is activated when the top is closed. It is in a hole and pushed by a piece on the top. It will usually fill with the lid open, but not otherwise run. If it does, the switch is broken or something is stuck in the hole and activating the switch. You can exercise the switch and listen for a click using a screwdriver. Some washers may have a different kind of lid sensor.
