I have gotten an iPad from my dad recently and when I plugged it in, it bootlooped so I decided to wait for a while. Then after around an hour it still did it and when I unplugged it, it stopped bootlooping but it does not turn on, then plugging back in it started bootlooping again. Does this mean I have to replace the battery?
From your description, it sounds like it’s definitely not charging like it should be if it wont power on/go back to boot looping when you unplug it. I’d more than likely say that yes the battery is probably defective, but i cant say for sure that alone replacing would fix the boot looping issue. after a battery replacement (and if it does continue bootlooping) you could try and see if you cant Force Restart the ipad or get it into DFU mode and reset it through itunes connected to a pc (I believe it’s holding the Home Button + Power Button for 10 seconds) If your dad’s apple account is connected to it, he’ll have to remove it himself to re-activate the ipad if the above does not work it may well be that there is possibly another hardware/software issue at fault and that would have to be found out
