Finding a new LP8561 backlight driver may be tricky, and desoldering/re-soldering much worse. That Q8102 mosfet is either blown or told to be turned off by the backlight driver....

I soaked in rice and blow dried it. about 12 hours later i tried cutting on and the apple logo appeared clear and like usual. A few seconds after the apple logo popped up it went blank and never would cut back on. I just replaced the battery and cleaned all connectors with alcohol. Still won’t cut on....

Both parts are also available from ifixit on this page. To find more option from where to purchase, the Apple part number for the top case is 661-6595 and 661-6589 for the logicboard....

In your tablet, the picture is made by an LCD or LED and the touch is interpreted by the glass layer over the top of the LCD/LED which is called the digitizer. From the sounds of it, your LCD/LED has failed in some way, but the digitizer continues to function....
